Kimberley Ports Authority governing body is a board of six directors appointed by and responsible to the Minister for Ports.

The Board sets the strategic direction of KPA.

Ms Mellisa Teede

Ms Mellisa Teede

Chair

Ms Teede was initially appointed to the Board on 1 July 2025, and from 1 July 2026 as Chair with her current term expiring on 30 June 2028.

Mellisa Teede brings over 30 years of public sector experience dedicated to driving transformative change in Western Australia’s regional communities. As the founder of Augment, a consultancy specialising in regional development, she offers communities tailored guidance on large-scale projects in the renewables and mining sectors.

Her background includes serving as Managing Director of the Goldfields Institute of Technology and CEO at both the South West and Peel Development Commissions, spearheading workforce and economic development initiatives to assist communities during economic transition. Notable achievements include her work on Collie’s transition and the establishment of the Advanced Manufacturing and Technology Hub (AMTECH) in Bunbury.

Mellisa holds a Diploma in Teaching and has completed post-graduate studies in leadership and organisational behaviour.

Mr Paul Larsen

Mr Larsen was appointed to the Board on 1 July 2019 and his current term expires on 31 December 2027.

Paul has experience as a senior executive in the transport and infrastructure industries having been the CEO and a director of Arc Infrastructure for 12 years between 2007 and 2019.

Paul is on the board of Centurion Transport, Perron Group, Qube Property and Zero2Hero, an independent West Australian not-for-profit working to reduce youth suicide.

Paul’s qualifications include a Bachelor of Business, CPA and GAICD accreditation.

Mr Magued Moftah

Mr Magued Moftah

Director

Mr Moftah was appointed to the Board on 28 January 2021 and his current term expires on 31 December 2027.

Magued brings a unique blend of business leadership, governance competencies and board experience that have been acquired in Australian and International civil engineering and multidisciplinary construction. With a proven track record in complex asset development spanning 40 years, managing delivery performance in major social and economic infrastructures, including ports, marine and mining infrastructure.

In these roles, Magued has contributed to the building of a positive, performance focused, one business culture.

Having operated in highly competitive engineering, mining, infrastructure environment, Magued has accumulated acute commercial and transactional experience, across all aspects of governance, finance, strategy, and risk.

Magued has an MBA from Deakin University – Technology Management, A Graduate Diploma in Management (AGSM). Diploma of Engineering (Structural), Certificate of Arbitration from the University of Adelaide and is GAICD accredited.

Ms Liz Buckey

Director

Ms Buckey was appointed to the Board on 19 January 2026 and her current term expires on 31 December 2027.

Ms Buckey has spent over 25 years in senior corporate development roles with experience spanning strategy, mergers & acquisitions, capital management, corporate and investor relations and ESG. Her previous roles include 15 years as part of the Executive Leadership Team at ASX listed marine operator MMA Offshore (now Cyan Renewables) and 9 years as a corporate advisor with firms including Azure Capital. She started her career as a Chartered Accountant with PwC.

Ms Buckey’s qualifications include a Bachelor of Commerce from University College Dublin, a Graduate Diploma of Applied Finance and Investment, Certification in Corporate and Financial Strategy in Global Markets from INSEAD and Sustainability Leadership and Corporate Responsibility from London Business School. She is a qualified CA and holds a GAICD accreditation.

The Kimberley Ports Authority Board of Directors hold regular full board meetings with two reporting sub Committees being the:

  • Governance, Human Resources and Sustainability sub Committee, chaired by Mellisa Teede, and
  • Audit and Risk sub Committee, chaired by Paul Larsen.
